Position Purpose
The Fleet and Safety Manager ensures AFS employees have safe vehicles, reliable equipment, and the training and support needed to perform their work safely.
This position leads fleet operations and the company safety program across AFS offices and field operations. Working closely with HR, branch managers, supervisors, and employees, the Fleet and Safety Manager establishes consistent practices, identifies risks, resolves deficiencies, and holds teams accountable for following company standards.
The role supports AFS maintenance, restoration, and construction services while protecting employees, reducing preventable incidents, and keeping vehicles and equipment ready for work.

Essential Responsibilities
Fleet Management
- Maintain an accurate inventory of company vehicles, trailers, and assigned fleet equipment, including location, condition, mileage, and employee assignments.
- Manage preventive maintenance, inspections, repairs, registration renewals, and supporting records.
- Coordinate with repair vendors to control costs, reduce downtime, and maintain service quality.
- Establish and enforce standards for vehicle cleanliness, care, inspections, and reporting damage or mechanical problems.
- Manage vehicle assignments, transfers, employee handoffs, and returns.
- Monitor telematics and driver behavior, including speeding, harsh braking, unauthorized use, and other identified risks.
- Coordinate driver qualification reviews and approved driver records with HR and insurance partners.
- Investigate vehicle incidents, document findings, and coordinate repairs and corrective action.
- Review fleet expenses and recommend vehicle replacement, purchasing, or disposal based on condition, utilization, and operating costs.
Workplace and Job Site Safety
- Lead and maintain the company safety program across offices, job sites, and field operations.
- Conduct regular safety inspections and field visits to identify hazards, coach employees, and verify corrective action.
- Maintain safety policies, procedures, and training appropriate to AFS operations and applicable requirements.
- Partner with supervisors to implement job hazard assessments, daily safety discussions, and required safety documentation.
- Monitor the proper selection, availability, condition, and use of personal protective equipment.
- Coordinate safety orientation for new employees and ongoing training for existing employees.
- Support safe practices involving tools, ladders, lifting, driving, chemicals, and other hazards associated with maintenance, restoration, and construction work.
- Maintain safety training records, inspection reports, and corrective action tracking.
- Coordinate emergency preparedness and workplace violence prevention activities with HR and branch leadership.
Incident Response and Prevention
- Respond promptly to workplace injuries, vehicle accidents, property damage, and near misses.
- Investigate incidents, identify contributing factors, and recommend practical measures to prevent recurrence.
- Ensure incident documentation is accurate, timely, and shared with the appropriate company contacts.
- Coordinate with HR on injury reporting, workers’ compensation documentation, and return to work arrangements.
- Verify that corrective actions are completed and effective.
- Use incident trends and employee feedback to improve training, equipment, and work practices.
Leadership and Accountability
- Serve as the primary resource for fleet and operational safety questions.
- Build productive relationships with field employees and leaders across all offices.
- Communicate expectations clearly and address unsafe practices consistently.
- Partner with HR and managers on documented coaching and disciplinary matters.
- Provide leadership with regular reports on fleet condition, safety performance, costs, and unresolved risks.
- Recommend improvements that support safe operations and responsible company growth.
Authority and Working Relationships
The Fleet and Safety Manager is authorized to stop work when an immediate safety hazard is identified and remove unsafe vehicles or equipment from service. The manager coordinates corrective action and confirms appropriate conditions before work or use resumes.
Branch managers and supervisors remain responsible for daily safety execution within their teams. The Fleet and Safety Manager establishes standards, provides support, monitors performance, and escalates unresolved concerns.
HR retains responsibility for employment decisions, benefits administration, and personnel matters. This position supplies the facts, documentation, and operational recommendations needed to support those decisions.
Measures of Success
- Preventive maintenance and required inspections are completed on schedule.
- Fleet records, vehicle assignments, and driver records are accurate and current.
- Vehicle downtime and avoidable repair expenses are monitored and reduced.
- Safety training is completed and documented within established deadlines.
- Safety inspections produce timely, verified corrective actions.
- Incidents and near misses are reported promptly and investigated thoroughly.
- Preventable vehicle incidents and workplace injuries decrease over time.
- Employees and supervisors understand expectations and consistently follow safe practices.
Qualifications
Required
- Experience managing workplace safety, fleet operations, or a combination of both in construction, restoration, maintenance, facilities services, or a similar field environment.
- Working knowledge of vehicle maintenance programs, driver safety, incident investigation, and job site hazard recognition.
- Ability to develop practical procedures and maintain accurate records across multiple locations.
- Strong communication, organization, coaching, and problem solving skills.
- Ability to address concerns directly and professionally with employees, managers, and vendors.
- Proficiency with spreadsheets, reporting tools, and digital recordkeeping systems.
- Valid driver’s license and driving record that meets company requirements.
- Ability to travel regularly to AFS offices and job sites.
Preferred
- Three or more years of relevant fleet or safety experience.
- Experience supporting operations across multiple locations.
- Familiarity with California workplace safety requirements.
- OSHA 30 training, CHST certification, or another relevant safety credential.
- Experience using fleet telematics and maintenance tracking systems.
- Experience coordinating injury prevention and return to work activities.
- Ability to communicate effectively in English and Spanish.
Work Environment
This position combines office work with regular visits to active job sites, company yards, and other operational locations. Duties may involve outdoor conditions, uneven surfaces, stairs, and environments requiring personal protective equipment.
Occasional support outside regular business hours may be necessary for serious incidents or urgent fleet issues. Essential duties may be performed with reasonable accommodation.
