Position Summary

The Operations Manager is responsible for the overall management, growth, and operational performance of a designated Spivey Services market. This role provides leadership for Traffic Control operations, ensuring safe, efficient, and profitable service delivery while establishing and developing the organization's presence within a new geographic region.

The Operations Manager serves as the primary leader for the local operation, overseeing workforce management, customer relationships, safety and compliance, operational execution, equipment utilization, and financial performance. This position plays a critical role in building and developing teams, creating operational processes, driving revenue growth, and ensuring exceptional service to clients.

The Operations Manager is expected to operate with a high degree of autonomy while maintaining alignment with company goals, policies, and strategic objectives.

Key Responsibilities

Operational Leadership

  • Provide overall leadership and oversight for all Traffic Control operations within the assigned market
  • Establish and implement operational processes, workflows, and performance standards
  • Direct and support Superintendents, Supervisors, Administrative personnel, and field employees
  • Monitor daily operations to ensure quality, efficiency, and customer satisfaction
  • Resolve operational challenges and customer concerns in a timely and professional manner
  • Develop operational plans to support market growth and expansion
  • Ensure adequate staffing, equipment, and resources are available to meet customer demands

Workforce Management

  • Partner with the Human Resources department to recruit, hire, onboard, and develop operational personnel
  • Build a positive, accountable, and safety-focused culture
  • Conduct employee coaching, performance evaluations, disciplinary actions, and career development planning
  • Identify future leadership talent and succession opportunities
  • Maintain appropriate staffing levels to support operational needs and growth projections

Customer Relations & Business Development

  • Serve as the primary local representative of Spivey Services
  • Build and maintain strong relationships with customers, contractors, municipalities, and industry partners
  • Support business development efforts through networking, relationship building, and identification of new opportunities
  • Participate in proposal development, project planning, and customer meetings
  • Ensure customer expectations are met or exceeded
  • Assist senior leadership in developing market expansion strategies

Financial Management

  • Manage market profitability and operational budgets
  • Review labor, equipment, fuel, and material costs to ensure financial performance goals are achieved
  • Monitor productivity and identify opportunities for efficiency improvements
  • Assist with forecasting, budgeting, and revenue planning
  • Review invoices, job costing, and operational reports to support profitability objectives
  • Develop action plans to address operational inefficiencies or cost overruns

Safety & Compliance

  • Promote and enforce all company safety policies and procedures
  • Ensure compliance withOccupational Safety and Health Administration (OSHA), Department of Transportation (DOT), Virginia Department of Transportation (VDOT), Manual on Uniform Traffic Control Devices (MUTCD), Virginia Work Area Protection Manual (VWAPM), environmental regulations, and all applicable federal, state, and local requirements
  • Lead incident investigations and corrective action initiatives
  • Conduct operational and safety audits
  • Ensure all employees maintain required certifications, licenses, and training

Equipment & Asset Management

  • Oversee fleet utilization, maintenance, and replacement planning
  • Ensure equipment readiness and operational reliability
  • Manage inventory levels for traffic control devices, sanitation equipment, and operational materials
  • Coordinate with corporate leadership regarding capital equipment needs and acquisitions
  • Monitor asset utilization and implement controls to minimize loss and damage

Strategic Growth Responsibilities

  • Assist with launching and developing new markets from startup through maturity
  • Establish local operating procedures and performance expectations
  • Analyze market opportunities and resource requirements
  • Develop strategies to increase revenue, improve customer retention, and expand services
  • Support regional growth initiatives and special projects as assigned

Qualifications

Required:

  • Five (5) to seven (7) years of progressive experience in operations, traffic control, sanitation, public works, construction, transportation, or related industries
  • Three (3) or more years of leadership experience managing supervisors, superintendents, or multiple operational teams
  • Demonstrated experience managing budgets, personnel, and operational performance
  • Strong knowledge of safety regulations and operational compliance requirements
  • Valid driver's license with acceptable Motor Vehicle Record (MVR)
  • Strong leadership, organizational, communication, and problem-solving skills
  • Ability to respond to operational emergencies and after-hours business needs

Preferred:

  • American Traffic Safety Services Association (ATSSA) Intermediate Certification
  • ATSSA Traffic Control Supervisor (TCS) Certification
  • OSHA 10 or OSHA 30
  • Two (2) plus years of experience driving non-CDL trucks (18'–24')
  • Prior experience supervising multiple crews or high‑profile/high‑traffic projects
  • Strong administrative, reporting, and technology skills
